The Board of Directors of Eastern Marshall County EMS is proud to make the following announcements:

Retirement: Kimmel Jenkins – Clinical Operations Supervisor

Kimmel Jenkins has elected to retire effective 23 December 2025. Kimmel joined EMC-EMS in October 2021 to lead our
Medical Services Clinical operations. During her time with EMC-EMS, Kimmel has been instrumental in achieving our vision of
providing 100% Advanced Life Support coverage on all shifts. She also drove significant improvement in many other aspects our
Service, such as upgrading our Standard Operating and Standard Guidelines (SOPs & SOGs); increasing staff professionalism;
updating our by-laws to reflect changes to the Service over the past 10 years.

Kimmel plans to spend her retirement in her home town of Mattoon, Illinois where she enjoys all types of gardening activities
and pampering her grandchildren. We wish Kimmel and her husband, David, many happy years of retirement together. The
Board of Directors, Fire District Trustees and our communities thank you for your dedicated service.

A Community “Cake & Coffee” farewell will be held on Monday, December 22 at the Toluca Fire Station beginning at 5:00p to
express our appreciation for her service and dedication to our communities.

Appointment: Jacey Ahrens – Clinical Operations Supervisor

We are pleased to announce Jacey’s promotion from Assistant Clinical Ops Supervisor; a position she held from October 2021.
During that time she successfully demonstrated her leadership skills and the ability to lead our organization into a challenging
future. Jacey joined EMC-EMS in June 2013 as an EMT-Basic. She became a licensed paramedic in December 2017 and is also a
volunteer medic for the Lostant Fire Department where she currently resides. We congratulate Jacey on her promotion and
look forward to working with her on a smooth transition as well as leading EMC-EMS into the future. Jacey will retain her
Training Officer position in the Membership and holds EMS Lead, CPR/BLS, ACLS & PALS Instructor certifications.

Appointment: Joan Burcar – Assistant Clinical Operations Supervisor

We are also pleased to announce the appointment of Joan Burcar to the position of Assistant Clinical Ops Supervisor. In her
new position she will assist Jacey in the daily management of the Service as well as working with the Board of Directors in
implementing EMC-EMS strategic goals and plans. Joan became a licensed paramedic in December 2020 and is also certified as
an ACLS, PALS and BLS instructor. She joined EMC-EMS in November 2024. Prior to joining EMC, she was an EMS Captain for
the Dana Fire Department and also served with the Minonk and Peru Ambulance Services. Her proven experience in improving
patient outcomes; team performance and hands-on leadership, well qualifies her for her new position.
