Eastern Marshall County EMS (EMC-EMS) is a dedicated emergency medical service provider serving the Toluca-Rutland and Wenona Fire Protection Districts. Our mission is to deliver compassionate, high-quality, and professional emergency medical and advanced life support care to the residents in the fire district.
As an independent, non-profit EMS provider, we operate 24/7 with a combination of highly trained paramedics, EMTs, and first responders, ensuring that the community receives immediate, life-saving medical attention when it matters most.

Our History
Eastern Marshall County EMS was established on January 1, 2015, following the consolidation of the two fire districts and ambulance services. This collaboration was driven by the need for a more efficient and cost-effective EMS service, ensuring that residents received reliable, high-quality emergency care.
Initially, EMC-EMS operated as a volunteer-based service, with no full-time crews available around the clock. Recognizing the growing need for consistent, advanced medical care, the leadership team worked toward striving for a fully staffed, 24/7 Advanced Life Support (ALS) operation on all primary shifts.
Since October 2020, EMC-EMS has achieved over a 99.9% rate of having every primary emergency call has at least one licensed paramedic on duty at all times. Today, we operate under a hybrid staffing model, combining full-time professionals with trained volunteers to ensure rapid response and reliable emergency services.
